Phillip Billeci-Gard assumed the role of Senior Associate Director for Athletics Compliance and Advancement in May 2024.
Billeci-Gard is no stranger to the Penguins after earning two degrees and working as a coach and administrator at the university for eight years. With more than 15 years in the Dominican community, he brings a wealth of institutional knowledge and connections to both athletics and its advancement team.
Most recently Billeci-Gard has worked as the Assistant Director of Athletics and Assistant SF CIF Section Commissioner for San Francisco Unified School District. There he built out the newly created role that oversaw the governance, budges, compliance and development of a program that impacted thousands of student-athletes as well as their coaches and athletic directors. Billeci-Gard came there from his work as the Director of Athletics for Holy Names where he served for two years leading the Hawks to new heights in its athletic success.
Billeci-Gard started his working career at Dominican to as the assistant coach for women’s soccer in 2008 before being named Head Men's Soccer Coach in July 2013. After two years as the head coach, he was elevated to help lead the athletics program as the Associate Director of Athletics for Internal Operations at Dominican in 2015 receiving the Senior Associate Director title in 2019. In that role, Billeci-Gard managed and monitored the athletics department budget for compliance at Dominican, while also overseeing the men's soccer, men's cross-country and women's cross-country programs. Bilecci-Gard also managed cash flow of deposits for the athletics department and the Conlan Recreation Center, assisted the overall operations of the Conlan Athletics Center and executed all travel operations for the athletics department.
Billeci-Gard's professional highlights at Dominican include orchestrating a Make-A-Wish reveal on campus and working with student-athletes to achieve PacWest academic achievement awards – the award given to student-athletes with the highest overall GPA in the conference. In addition to his roles inside the walls of the athletics department, Billeci-Gard led the Student-Athlete Advisory Committee (SAAC), helped place multiple student-athletes on conference and national SAAC's. Billeci-Gard was also appointed to the NCAA DII Men’s Soccer Committee in 2018 before being appointed to chair of the committee in 2019 where he served two one-year terms as the chair.
Billeci-Gard earned both his undergraduate and graduate degrees from Dominican, completing an MBA in 2018 and a Bachelor of Arts in English in 2008, while also playing on the Dominican men’s soccer team.
Billeci-Gard finished his collegiate athletic career as a two-time All-Conference player, receiving the award once as a Penguin. After his collegiate career, he saw time with the Northern Nevada Aces, a Division III professional soccer team based out of Reno, Nevada. Billeci-Gard also competed in the United State Developmental Player League for the span of a year, in addition to seeing playing time in Holland.
While in Holland, Billeci-Gard embarked on his coaching career, starting as a youth instructor at Graff Willem VAC in Den Hagg. He went on to serve as an assistant coach at Santa Rosa Junior College for one season before being recruited by former Dominican teammate and director of soccer Jonathan Delano to be his assistant coach at Montgomery High School in Santa Rosa, California, where he helped the Vikings earn a national ranking. Billeci-Gard is now directly involved with Marin FC, serving as a youth soccer coach and a senior on the technical staff.
Billeci-Gard produced regionally and nationally recognized student-athletes during his coaching tenure. These athletes include NAIA All-American Honorable Mention Eleanna Mendez (2008), Capital One Academic NCAA Division II All-American Pedro Guevara (2012), Daktronics All-West Region Second Team midfielder Julianna Bratsberg (2012), NSCAA All-Far West Region Third Team selection Katie Brown (2009) and four-time All-Pacwest selection Kolby Mitnick (2011-14).
Billeci-Gard now resides in Novato with his wife, Megan, and their two children, Franklin and Ava Jeanne.
